About current peaceful efforts for solution of Afghan conflict
بسم الله الرحمن الرحیم
As you know better that political and strategic situation of Afghanistan is heading towards a basic change accordingly with withdrawal of foreign forces in late 2014, So the concerns are rising in diplomatic, intellectual, political and social circles about the post withdrawal scenario and it is widely believed that if the world community once again ignore Afghanistan as it did in nineties, and if it could not take concrete steps towards finding a resolution to the crisis in a suitable time, it is more likely the country will turn to a catastrophe and finally close end. It is also widely considered in the circles above mentioned that any upcoming war, as a result of neglect of the world community, could be more grueling, more dangerous, more disastrous and harmful for the country and region then the previous ones
Currently there are generally two powers engaged with each other in military scenario.
The one is foreign invader force, which along with its domestic allies under the umbrella of persuading and punishing the armed opposition, committed brutalities and caused heavy loses to the nation. Not only this, but it faced our nation with a continuing threat under the allegation of Alqaeda and terrorist. The other side is armed opposition which is by structure generally interpreted as the Taliban.
But when we talk about foreign invasion and its consequences to Afghanistan, two major facts should also be considered.
The first fact is that despite all the mistakes committed by the world community and a broad range corruption of its ally elite Afghans, We had very fruitful achievement in last decade in field of trade, industry, education and infrastructure building, which should never be disregarded and should be considered as a foundation for country’s reconstruction and development.
The second fact in this regard is that unfortunately the US and its allies could not realize this Principe that peace is more useful for all sides instead of war and thus it could not show flexibility in its stance on proper time.
The other fact in this regard is unfortunately a bitter one and it is that: due to the invasion, political-strategic formula of our domestic front overturned completely hence the ethnic balance and division of resources according to it could not been considered and as a result of this fault, our social structure badly affected. Due to this fact, we are now witness of few factions who by sheltering under invaders and other regional avaricious circles’ umbrella, raised inadmissible biased slogans, which widely considered as heavy blows on our social structure.
The fourth fact is that the US instead of helping in accomplishing the rivalries between various rival ethnic Afghan groups, and instead of creating an atmosphere of trust, brotherhood and promoting an agenda of national unity, it unfortunately, due to its strategic needs, pumped up these differences and very negative barbaric culture planted in country’s administrative system. As a result of this strategy a wide range corruption trended and unluckily this nescient culture grew up in roots of our academic and cultural politics and thus we lost values of unity and Afghan brotherhood.
Due to the fact, a clash between different spectra is felt after the foreign withdrawal in 2014.
This concern is more deepen when one considers all those interventions expected to be made by greedy neighbors and other regional powers in post 2014 era.
Considering the situation, it is also thought that any expected war in post withdrawal period, on any mean should not only be very devastating to Afghans itself, but it could be more then catastrophic to the region, while the rest of the world could not also remain safe from its comparatively shattering inclusive consequences.
Partition and division of the country into few parts, is also thought as a shattering result of the current anarchy or any upcoming civil war
Looking to all these concerns, I want to repeat once again my stance that we, as a nation need to a broad and comprehensive national dialogue process among all the existing factions, which ultimately lead us to all-encompassing reconciliation and establishing representative national Islamic political system.
Thanks Allah the almighty, that few affectionate circles of the Afghan nation have already been started their efforts toward launching an all-inclusive dialogue process for achieving our holy national goal of peace stability and prosperity. Luckily we are also a vital part of this national visionary spectrum, which by feeling its responsibilities towards our nation, Muslim Ummah and ultimately the humanity, decided to drive the caravan of peace.
The thing which makes us more hopeful and optimistic about the future, is that finally international stakeholders and those powers engaged in Afghan scenario have realized the ground facts that Afghanistan belongs to the Afghans and they should find a solution for the conflict by themselves. According to this new stance, the world community as a committed global organization will support the Afghan solution and will facilitate it by any mean.
By following our previous statements, we appreciate this new stand of the world community towards the case and consider it as a supportive stand in finding a solution to the decade long issue.
The fact remains that now it is responsibility of warring Afghan factions to realize this concrete fact that the logic for prolongation of war in a post withdrawal era could be justified neither religiously nor principally.
In the meanwhile we can also be optimistic about this fact that the warring factions particularly a vital part of the Taliban have felt the need for adopting appropriate measures to protect Afghanistan from any post 2014 catastrophe.
Participation of the Taliban representatives in Paris and meeting with delegates of the other side is testimony to the fact.
We, while appreciate this decision of all sides, hope that further chances of such communications should never be wasted. It is very important to use these gatherings as a home work for finding a solution and engaging in dialogue process of the future.
We also appreciate the Shantilly conference of Paris, Pugwash conference of Dubai and all other such kind of gatherings held elsewhere in the world, and consider it better chances for discussing on the issue in-depth and finding a practical and acceptable solution for it. We think that these kind of meetings should be continued and experts from various fields should be invited and given the chance to express their ideas and proposals for finding an ultimate solution to the crisis.
We also welcome the decision taken by Mr. Hamid Karzai and president Obama for mutual agreement on formal inauguration of Taliban office in Doha, Qatar and believe that this decision is in fact opening of a door of hope towards Afghan peace and stability.
Releasing of Taliban prisoners by both Afghanistan and Pakistan and paving the way of normal life for them, is also a supportive action for succeeding the peace process in Afghanistan
We, while esteem all those measures mentioned above, ask from leadership of all warring factions to realize the solid ground facts of the country, region and the world and entertain a process of reconciliation through spirit of dialogue and to conclude their differences with each other and shake hands for establishing a representative national political system.
The end.
