Afghanistan’s history shows that none of the invaders could conquer nor could the Afghans except foreign rules. The United States of America and their allies with modern weapons have not been able to restore peace and security widely in Afghanistan. Military solution’s chance is very little, it is almost impossible. The only solution for Afghanistan’s conflict is a political solution which can be possible through peace talk.
Need for Islamic National Peace Jirgah of Afghanistan
1 – There should be peace jirgahs established in all provinces of Afghanistan, and then all provincial peace jirgahs should make a central peace jirgah.
2- Peace jirgahs should be established abroad in Canada, America, Europe, and Australia.
3- There should be national conferences for representation of internal and external peace jirgahs to elect a leadership, and then the leadership must work and get the support of our nation. The leadership should find ways for talking with the leader of those countries which are involved in Afghanistan. Then a delegation of five should meet with the leader or representative of involved countries. The leader of jirgah should present the proposed of peace jirgah as follows to the involved countries leaders.
Need for International Conference
An international conference should be held under the supervision of the United Nations. Representatives of involved countries and representations from Afghanistan should be from all parties of Afghan war including tribal leaders, spiritual leaders, religious clerks, and politicians. All participants of the conference should find a reasonable way to solve the Afghan problem. The conference should agree to call for a loya emergency jirgah (grand emergency council). All representatives of Afghan people including Taliban and Hezbi- Islamic Afghanistan should participate in loya jirgah. Then loya jirgah should form an interim government for two to three years duration. The interim administration should make of capable personnel from those whose hands are not dirty with the blood of innocent people. They did not involve national corruptions and has not been accused of immoral action. They must be a Muslim and Afghan citizen.
Interim Government Important and Essential Tasks
All fighters must be disarmed, and weapons must be given to the ministry of defense.
Militant forces must be dissolved and replaced by community peace protection society which will drawn from local people.
National defense, National police, and community peace protection society should be strong enough to restore peace and national security. To make the national defense, national police, and community peace protection society more powerful, Afghanistan needs the help of world under supervision at the United Nation.
When the Afghan army, Afghan police and community peace protection society become powerful enough to be capable of preserving national defense and national security, the foreign forces should leave Afghanistan gradually. If there were a need for peace keeping forces instead of foreign army, the Islamic countries peace keeping force should replace them. There must be none of neighbor countries army in Islamic peace keeping forces.
Interim government should prepare a situation for general election, but the interim government leaders cannot be a presidential candidate.
Interim government should be friendly with the entire world especially with neighbor nations, and should ask the world to rebuild Afghanistan.
Loya Jirga will decide about political parties future fate.
Need for Regional Conference
It is known to the world that the neighbors of Afghanistan are involved actively in the Afghan war. To ensure them, there will not be any danger or any wrong doings against their legitimate interest from Afghanistan and commitment from regional and neighbor countries not taking any action against legitimate interest of Afghanistan.
Solving a regional problem needs a regional conference under supervision of the United Nation. All regional and neighbor countries such as Pakistan, Tajikistan, Uzbekistan, Turkmenistan, Iran, China, Russia, and India should participate in regional peace conference. These countries must sign an agreement to ensure they will not interfere in Afghanistan internal issues and do not blow the flames of war in Afghanistan. They must support the peace process to bring stability to Afghanistan and to the region. If any country break the contain of agreement that country should be subject to the united nation peace council emergency meeting to enforce economical sanction.
